What new waste rules could mean for local businesses

Producer responsibility rules are moving from paper to practice. Small manufacturers and retailers want to know what they will actually be asked to do.

Extended producer responsibility, often shortened to EPR, means the companies that put packaging on the market share responsibility for what happens to it afterwards. The principle is simple. The details are not.

Who is covered

The rules apply to producers, importers and brand owners. Many small businesses are unsure whether they fall into any of these groups, particularly those that repackage goods bought in bulk.

• Register with an approved producer responsibility organisation, or show an individual compliance plan

• Report the volume of packaging placed on the market

• Contribute to collection and recycling costs

What remains unclear

Business groups say they support the aim but want clearer thresholds for small firms and a predictable fee structure before enforcement begins.
